I'm not sure what method your developers are using to judge image quality, but I always use this test:
1) Buy app "VRmark" in steam
2) Go to blue room, under "custom run" change resolution to 8k and click 'experience'
3) Try to read the letters on the sign to the left. They're much better readable in v1.1 than v1.2

I think in general rendered letters are the best way in games to notice the difference in render quality. A similar test can be done for example in project cars via the letters on the dashboard.
I really hope your new developer can fix this, because it's THE reason people prefer v1.1.92 and don't want to upgrade to v1.2.x
